The pace bowler has taken 309 wickets in 71 five-day games with an average of 22.10.
The Australian chair of selectors George Bailey has confirmed that skipper Cummins will play a "major part" in the forthcoming Ashes series.
Speculation had been growing that the 32-year-old might be unavailable due to a persistent back stress problem that remained unresolved.
Initial reports from the squad suggested no official announcement had been made regarding his involvement, with the extended contest set to start on 21 November in the WACA.
He revealed that Cummins is "building up" and felt positive about his chances of taking part.
"It's clear that the clock is ticking and there are permutations involved, not only his injury, but additional elements," the selector added.
"We're encouraged. We firmly believe that he will feature a key capacity. Ideally from the opening match. Should that not happen, we'll reassess."
Past Concerns
The captain missed the ODI and T20 games against India and New Zealand in the previous weeks after scans revealed a lumbar bone stress.
There is a track record of recurring issues, with flare-ups in 2012-13, 2013-14 and 2015-16 causing him to miss three Australian summers in a limited period.
The bowler mentioned he would be proactive in his approach in his rehabilitation process to secure his spot for the Ashes.
He mentioned that it was unclear if the captain had resumed bowling as part of his rehabilitation but conceded it was "becoming urgent" for him to regain fitness for the opener.
Backup Options
If he's unavailable, veteran batsman Smith will assume leadership.
All-rounder Cameron Green was excluded lately from the ODI lineup for their ODI contests against the subcontinent side as a safety move because of an abdominal issue.
Bailey described it as a "slight concern and stated that Green will play in the Sheffield Shield, so will be "in a good place to resume bowling."
"Extensive planning has gone into building out the plan for him to participate for the first Test as an batting and bowling option," the selector detailed.
"Originally, he'd only feature in the initial matches regardless. How he handles the bat in limited-overs, should it hinder progress for 24 more hours, we just made the decision to approach this more conservatively."
